About Alaska Civic Works

Alaska Civic Works is a consulting and grant development practice based in Anchorage, Alaska. We are a small, principal-led firm, allowing for direct involvement, careful attention to detail, and close collaboration with each client. We work with communities, nonprofit organizations, and tribal governments to secure critical public funds for essential projects across Alaska. Our works spans a wide range of public-purpose initatives, including healthcare, energy, infrastructure, arts and culture, and education.

Principal

Alaska Civic Works is led by Andrew C. Garner, a consultant with experience developing and supporting federal, state, and philanthropic funding initiatives across Alaska. His work has included projects in tribal healthcare, community infrastructure, energy development, arts and culture, and education funding. He brings a systems-level perspective to grant development and public-purpose initiatives, with an emphasis on clarity, feasibility, and long-term sustainability. As a principal-led practice, Alaska Civic Works provides direct involvement, careful attention to detail, and close collaboration with each client.

Prior Experience

  • Tribal and Tribally-Designated Funding, including Indian Health Service, Bureau of Indian Affairs, Administration for Native Americans, Office of Indian education, and related programs.
  • Federal and State Healthcare Funding, including HRSA health center construction, capital improvements, and related public health initiatives.
  • Mental Health, Substance Abuse, and Behavioral Health Funding, including grants, from SAMHSA, the U.S. Department of Education, and the Alaska Department of Health and Social Services.
  • Community and Infrastructure Funding, including grants from the U.S. Department of Energy, Economic Development Administration, and National Telecommunications and Information Administration.
  • Legislative and Appropriations-Based Funding, including Congressionally Directed Spending and Alaska Legislative Finance Requests.
  • Arts and Cultural Funding, including grants from the National Endowment for the Humanities, National Endowment for the Arts, and Alaska State Council on the Arts.
